Vyas in his $48,000-a-year position will be responsible for planning and overseeing public works. This includes sanitation, street maintenance, fleet ser-vice, flood planning, engineering control and public utility needs. Too many people were assuming the duties of a public works director, Sema said, and one person was needed to finish and coordinate projects as well as have consistent judgment in city needs and planning. Serna, who did not advertise the posi-tion, said Vyas was the most qualified person for the job especially with Vyas' experience at the Pima County's trans- Jorustion and flood control department. Vyas was not hired in the usual appli-cation and interview manner because he works at the will of the council and city manager and is exempt from normal civil service benefits, including job security. Vyas, the former vice president of finance for Maya Construction Co., has civil engineering degrees from the Indian Institue of Technology in Bombay, India and the Polytechnic Institute of New York. This is Operation Deep-freeze. The shelter at 200 E. Benson Highway works with churches, various social agencies, and the Salvation Army to provide bedding and a resal for homeless people in Tucson, especially when the temperature drops below 40 degrees.
