City to withdraw LARC lease offer Dec. 31 By PATRJCE STEADMON South Tucson administrators have notifed the Gateway Local Alcoholism Reception Center (LARC) that the city will not renew the lease on LARC facilities at 1609 S. Fourth Ave. City Attorney Robert L. Murray says LARC must vacate the building by Dec. 31, 1978. Citing a tack of cooperation from LARÇ Murray sent a letter Oct. 2 to Director Richard C. Tanguay informing him of South Tucson's refusal to neeotiate a tease. LARC's Board of Directors met Oct. 19 to discuss alternatives to eviction. Steve LaBoueff, a board member, suggested a meeting with city administrators to "get together with the city and get some support from the community." Vol. 111, Number 3 A meeting was arranged Monday, Oct.23, between South Tucson officials and LARC representatives. lack Swanner, South Tucson Administrative aide, says the city's answer to LARC was still negative. Up until last Monday's meeting, Swanner says, "No one had ever contacted South Tucson." "We've had a continued lack of cooperation with LARC," adds Murray. ''That's the primary con-siderationthe directors didn't cooperate." Director Tanguay said he would rather not comment on Murray's statement. Board member Garnett Schaffer claims her husband, etnos, was acting as a lawyer for LARC in re-negotiating the lease and tried repeatedly to reach Murray. A letter expressing the intent to negotiate a new lease between South Tucson and LARC was sent by city manager Rene Gastelum lait July to the Pima Alcohol Consortium (PAC), the umbrella agency for LARC. "No one authorized Gastelum to send the letter, but it's not binding anywayit's just a letter," Murray says. Tanguay said he seht three months rent in advance upon receiving Gastelum's letter last summer and expressed his hope-that a lease could be arranged. "But have you ever done business with the city of South Tucson?" he asks. "Mañana. Mañana government." Swanner said, "He (Tanguay) never cooperated with us. The recall suit was also the reason Swanner says he was unable to attend a LARC board meeting Sept. 13. Swanner says he called Director Tanguay and in-formed him of the city's intent not to renew the lease. Tanguay announced it to the board during the meeting, and the minutes of the meeting say the board's decision was, "not to take Mr. Swannee's message seriously."
