Support for Higuera remains strong

South Tucson and Pima County
Democratic Party leaders say they still
support slate Sen. Jesus "Chuy" Higuera
despite bribery and money laundering
charges stemming from a recent legisla-tive
sting operation filmed on videotape.
'We let everyone know we are sup-porting
him any way we can," said Betty
J. Liggins, chairwoman of the Democrat-ic
Legislative Club in Higuera's District
10. "Turning our backs on someone is
not our way,"
But, some critics disagree.
"If anything, Chuy acted stupidly,"
said Salomón R, Baldenegro, University
of Arizona assistant dean of Hispanic
student affairs and a long-time Higuera
friend.
"Even if it turns Out he is innocent, the
well has been poisoned to such an extent
you couldn't drink from it," he said.
Higuera, D-Tucson, is charged with
eight felony counts of accepting $4,040
in bribes, failing to report potïtical con-tributions
and money laundering. Six
other lawmakers were charged in con-nection
with the 16-month sting opera-tion.
Phoenix police and the Maricopa
County attorney's office based the
charges on 22,000 pages of transcripts,
600 audio cassettes and 300 videotapes
collected during the investigation into
possible legislative corruption,
"We're not very happy there was
cause for a sting," said Bill E. Minette,
Pima County Democratic Party chair-man.
Even if those indicted are innocent,
he added, "their credibility is still shot."
The party supports Higuera and will
not take any action against him, Minette
said, Friends expect the South Tucson
senator will not resign and refuse to
speculate about possible successors to
the District 10 seat.

ey invested in this city," said Wiley Mor-ris,
co-owner of Arizona Traders, 2128
S. Sixth Ave.
"How can they be expected to care
about the city when they don't even have
any stake in what happens?" Morris
asked.
Many South Tucson residents also said
they were angry about the gap between
some city officials' paychecks and their
own.
Both Ponder's and Gastelum's fiscal
year 1990-91 salaries are budgeted at
about seven times the average city annu-al
income.

"If he believes there is a chance for
him to get Out of this, he should ride it
out," Liggins said. "Hopefully, he hasn't
done anything wrong."
All but one of 20 committee officials
from Higueras district voted Feb. 12 to
stand behind the six-term South Tucson
legislator and Pueblo High School gradu-ate.
Other friends and supporters describe
the tall, forthright lawmaker as "an hon-est
man" and "a decent human being,"
but disagree about the ailegations against
him.
"People like Chuy aren't used to trav-eling
in the fast lane," Baldenegro said.
"The attention (of lobbyists) overpow-ered
him. I think there is something to
it."
