Serna appoints public works director
Sema designa director de obras piíblicas

City Manager Enrique Serna, has ap-pointed
Manoj Vyas, 37, as the city's
first public works director.
Vyas in his $48,000-a-year position
will be responsible for planning and
overseeing public works. This includes
sanitation, street maintenance, fleet ser-vice,
flood planning, engineering control
and public utility needs.
Too many people were assuming the
duties of a public works director, Sema
said, and one person was needed to finish
and coordinate projects as well as have
consistent judgment in city needs and
planning.
Serna, who did not advertise the posi-tion,
said Vyas was the most qualified
person for the job especially with Vyas'
experience at the Pima County's trans-
Jorustion and flood control department.
Vyas was not hired in the usual appli-cation
and interview manner because he
works at the will of the council and city
manager and is exempt from normal civil
service benefits, including job security.
Vyas, the former vice president of
finance for Maya Construction Co., has
civil engineering degrees from the Indian
Institue of Technology in Bombay, India
and the Polytechnic Institute of New
York.
He holds a master's degree in business
administration from the University of
Arizona and is a registered civil engineer
with the state.

El Regente Enrique Sema ha desig-nado
como nuevo director de obras pith-lieas
al seflor Manoj Vyas, de 37 altos de
edad.
Con sueldo de $48,000, Vyaa nera
responsable de la planeacii5n y supervi-cion
de las obras, que entre otras son, las
de salubridad, mantenimiento de calles,
servicios de atencidn, control e ingenieria
de inundando, as como servicios de
utilidades.
Segen Serna, las obligaciones en este
cargo se han relegado a mucha gente, por
lo que es preciso designar a una persons
para coordinar y terminar estas obms. De
esta manera se mantendri'a un juicio
constante sobre los proyectos.

del Concejo y del regente, ademth no
tiene derecho a los correspondientes

de la Compaltma Maya Construction, ren-bid
su tl'tuto del Instituto Indio de Terno-logla,
en Bombay, India, y en el Instituto
Politdrnico de Nueva York; ademils, un
tftulo de macstrth en administracid'n em-presarial
en la Universidad de Arizona.

Frost had already coated the roadside
brush as the temperature dropped near
freezing.
But at the Primavera Shelter for men,
workers were ready to rescue the home-less
from the cold,
Outside, the rickety white bus had
been warmed up, prepared to travel in
search of anyone needing to get out of
the night.
This is Operation Deep-freeze.
The shelter at 200 E. Benson Highway
works with churches, various social
agencies, and the Salvation Army to
provide bedding and a resal for homeless
people in Tucson, especially when the
temperature drops below 40 degrees.
In fact, the police and shelter em-ployees,
'cruise the areas where the
homeless congregate, to ensure that no-body
freezes," Richard Frazier, director
of the shelter said.
When the shelter goes beyond its
rapacity of 136, other organizations and
churches that serve as "pocket shelters,"
"Our main concern is getting
everyone out of the cold."
