for cable TV

South Tucson's cable TV ordinance was
resurrected Monday night at a city council
meeting, giving local cable companies 60
days to bid for the right to provide service
to the square-mile area.
The ordinance, a rewrite of a rejected
1974 proposal, is compatible with the City
of Tucson's, Mayor Dan Eckstrom said.
The ordinance will allow a company to
transmit by cable programs not received
through ordinary broadcast signals.
Access to the cable will be available also
to public and educational programs, as
well as commercial programs such as
l-tome Box Office.
South Tucson follows the Tucson and
Pima County cable-television trend that
has pervaded this area for the past three
months.
"There's no reason why we shouldn't
hase it here in South Tucson," Eckstrom
said.
City Attorney Robert Murray recom-mended
that the council meet to review
applicants when all proposals are sub-mitted.
In other business, the council voted to
have Victor E. Soltero, of 343 E. 35th St.,

Disincorporation drive gaining momentum

Two South Tucson businessmen, tired of
what they believe is a declining economic
environment and a fiscally irresponsible
city government, will soon begin a cam-paign
to allow South Tucson's registered
voters to decide whether the city should be
distncorporated.
At least 57 businesses have committed
themselves to the petition idea privately
and are willing to finance a disin-corporation
campaign, said Albert E.
Polumbo, who operates the Auction Barn
at 2128 S. Sixth Ave.
The group is still in the initial stages of
organizing its drive, Potumbo said, adding
that he recently contacted Pima County
Supervisor Sam Lena about the necessary
legal procedures for such a petition.
Although a formal date for the start of
the drive has not been set, Polombo said
the group plans to begin circulating
petitions after the holidays.
City Manager Richard E. Kaffenberger
could not be reached for comment about
the dtsincorporation plan.

corporation is building by the day.
"A lot of people who used tobe hard-core
(opponents) against disincorporation have
changed their minds in the last couple of
weeks. They're beginning to see that the
stagnant situation in this community isn't
going to change," he said.
The group is looking into the procedure
for disincorporation with the idea of

possibly asking Tucson to annex the city.
Vinigins said South Tucson businesses
provide an overly large share of the city's
budget, but that the city is ignoring the
problem of sagging property values and a
downturn in business, which is forcing
operators to fold or leave the city.
In fiscal 1979-80, businesses paid $715,000
in business license fees and $300,000 in
state sales tax while the city collected only
$16,000 in property taxes.
The $16,000 includes the property taxes
for all the homes in South Tucson.
The 63 percent increase in the 1988-82
budget from last year--$t.5 to $2.3 million--
is a perfect example of fiscal irrespon-sibility,
Vinigino said.
"The budget is going to pay for the high
echelon administrators in this town who
don't even live here," Vinigino said.
Of the 139 employess who worked for the
city in 1979, only 11 reside in South Tucson,
the two men contend.
"The fast-food business located aceross
the street is being sold for $45,000. The
property would be worth $250,000 if it were
a few blocks sooth, into Tucson," Palombo
said.
"There wasn't one new business that
moved to South Tucson last year. When the
businesses leave, who is going to pay for
the budget?" Vinigino said.

Imagine it's Christmas Day. The
family is gathered around the beautifully
decorated tree. Everyone is drinking,
opening presents and having fun until
Uncle Jorge and Uncle David get in a
bitter argument that ruins the day for the
whole family.
Or you are alone on Christmas Day, but
wish you weren't.
Or Christmas was great but now that it's
over you feel vaguely unhappy.
Any st these situst(oñs could happen,
leaving people depressed during the
holiday season, said Barbara A.
Oleshansky, a consultation and education
specialist at La Frontera Center.
"During the holidays, people are
struggling with the idea that 'I'm supposed
to be happy, but I'm not,' " Ms.
Oteshansky said.
In our society Christmas is supposed t
be a joyous celebration, a big family event
with a lot of food, drink and presents, she
said.
"However, families sometimes come
together and things aren't wonderful.
Somebody may have a problem and in-stead
of a wonderful experience they may
have a fight," she said.

occur around the holidays can be

in South Tucson must sign a certified
petition before the disincorporation issue
could he put to a vote, Polumbo said.
A decision to appiy br annexation irto
the City of Tucson would require approval
by a majority of residents who pay
property tax in the city, Polumbo said.
